Public Sector Unions are a replica of the Public they serve. Because they are also clients. They poll the same, vote the same, etc. They can make good change. Fred Upshaw was 1st. black President of a major Canadian Union, OPSEU. I worked on many of his campaigns. Then Leah Casselman's, 1st Woman Pres. They were great Leaders.
