fix water infrastructure first...its leaking like crazy you read so stats per home irrelevant. any/all could be leaking @ street hookup even. Been there on construction sites in Toronto. Got T shirt, seen movie. She's right IMO. So there! ;-) ✊

instead of water meters, spend the money on free retrofitting for residences and buildings to reduce water flow and reduce water use. Once you install meters, that sets things up to be privatized where the companies will ruin the water system. Public water system keeps water clean and accessible, I believe.
