Speaker: prof. Lê Đình Thông. The talk was organized by the Ottawa Community and the Vietnamese Canadian Federation. The speaker talked about the Chengdu or Thành Đô secret agreement where major concessions were made by Vietnam to China in exchange for Chinese protection. This was in 1990 when there was the collapse of the Soviet bloc, and Vietnam's communist government needed to ally more strongly with communist China to remain in power, hence the secret Thanh Do agreement.
