I'm curious how the collab came to be. Were they working on it together before he died and it took this long to come out, or did the Rheostatics get access to a spoken word bit and they worked it into the song?

Sure, a bus every 15 mins during peak hours is the bare minimum in most developed countries but the gulf here is too wide.
