Canada and the European Union both face key environmental challenges but approach them quite differently. In Canada, Ottawa’s limited role in environmental policy just keeps shrinking. Meanwhile in Europe, Brussels keeps taking on more responsibility. Which system is working better? Is environmental policy safe in the hands of provincial governments?
